The 2006 Melges 24  Estonian Championships will be organised by the Kalev Yacht Club, the Estonian Melges 24 Association in cooperation with The Melges 24 International Class Organisation.

NOTICE OF RACE

1  RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).
1.2 No national authority prescriptions will apply.
1.3 The Rules of the International Melges 24 Class, the International Melges 24 Class Regatta Regulations, this Notice of Race which may be changed by further notices, the Sailing Instructions and their appendices will apply.
1.4 RRS 44.2 will be changed as follows: Two Turns Penalty is replaced by a one turn penalty (one turn in the same direction, including one tack and one gybe.)
1.5 If there is a conflict between languages the English text will take precedence.

2 ADVERTISING
Advertising as in Melges 24 class rule C 8.

3 ELIGIBILITY AND ENTRY
3.1
 The regatta is open to all boats of the Melges 24 Class that meet with the obligations of the Class Rules and their National Authority, in the case that the National Authority exists. 
3.2 All entries shall be done ONLY through the internet e-mail: olev@kjk.ee  . The entry is not valid until the entry fee has been paid. The entry fee shall be paid directly to the bank account of the organising club. Entry closes on 18. September.
3.3 Late entries will be accepted under the following conditions: A 30% surcharge will apply.

4 Classification
The ISAF Sailor Classification Code will apply to the Corinthian Trophy.



5 FEES
5.1

This charge includes launching at the beginning and recovery at the end of the Regatta and trailer storage during the Regatta as well as berthing from 22 - 24. September.

6 SCHEDULE
6.1
 Registration will take place at the Race Office at Kalev Yacht Club as follows:

Friday 22 of September 17.00 - 20.00

Saturday 23 of September 8.00 - 9.00

6.2 Boat measurement, sail registration, crew weigh-in and inspection will take place

Friday 22 of September 17.00 - 20.00

Saturday 23 of September 8.00 - 9.00

All boats shall be afloat before 10.00 on the 23 of September. Boats shall not be hauled out during the regatta, except with written permission of the Jury.


6.3 Dates of racing
Saturday, 23.09      11.00      start time for the days first race, 4 races scheduled.

Sunday, 24.09      11.00      start time for the days first race, 3 races scheduled.

7 MEASUREMENTS
Each boat shall produce a valid measurement certificate. The organisers may weigh measure or inspect any boat and /or equipment before, during or after the races. Measurements and sail registration shall initially take place during the same times as registration (6.1, above). There will be no facilities for initial measurements.
Chartered or loaned boats may display National letters and Sail numbers in contradiction to the Class Rules. A valid measurement certificate for the chartered or loaned boat shall be presented. Boats shall comply with Class Rule C.2.3.2. and C.1.2.

8 SAILING INSTRUCTIONS
The sailing instructions will be available from the Race Office at registration.

9 VENUE
9.1
 Attachment A1 shows the location of the racing areas.

10 THE COURSES
The courses to be sailed will be a Windward
Leeward configuration, with fleet racing.

11 PENALTY SYSTEM
RRS 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.

12 SCORING
12.1 3 races are required to be completed to constitute a series.
12.2 (a) When fewer than 4 races have been completed, a boat
s series score will be the total of her race scores.
 (b) When from 5 races have been completed, a boat
s series score will be the total of her race scores excluding her worst score.

13 JURY
A Jury shall be appointed in accordance with RRS 90 (a).

14 SUPPORT BOATS
Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal until all boats have finished or the race committee signals a postponement, general recall or abandonment.

15 BERTHING
Boats shall be kept in their assigned places in the harbour.

16 HAUL-OUT RESTRICTIONS
Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the Jury.

17 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the regatta.

18 RADIO COMMUNICATIONS
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

 

19 PRIZES
Prizes will be given as follows: The Estonian Open Championship Trophy will be awarded to the boat with the overall lowest score. Prizes will be awarded to the next two (2) positions. The title of the Estonian Champion will be award to the Estonian boat with the overall lowest score.

20 DISCLAIMER OF RESPONSIBILITY
Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

21 INSURANCE
It is the sole and inescapable responsibility of each participating boat to have adequate, valid third-party insurance.

22 SOCIAL
Friday 22th: Welcome party.
Saturday 23th: Dinner. Dress: Smart Team or Club.
Sunday 24th: Prizegiving.

23 ACCOMMODATIONS AND FERRY BOOKINGS
Competitors should make their own arrangements and are strongly advised to do so as early as possible since ferries and hotels will be very early fully booked due to high season.
